Dato Seri Setia Dr Awang Haji Mohd Amin Liew Abdullah (“Dato Dr Amin”) was appointed as the Minister at The Prime Minister’s Office and Minister of Finance and Economy II on 27 September 2018 and re-appointed on 7th June 2022, and before that was holding the position of the Minister of Finance II from 30 January 2018. Prior to these appointments, Dato Dr Amin was the Deputy Minister of Finance (Investment), while holding the CEO position of Darussalam Assets Sdn Bhd (“DA”), an investment holding company owned by the Minister For Finance Corporation, Brunei Darussalam. Before joining DA, Dato Dr Amin held several key positions with the Brunei Government, including being appointed as the Permanent Secretary of the Ministry of Finance, the Permanent Secretary of the Ministry of Industry and Primary Resources and the Managing Director of the Brunei Investment Agency.
Prior to his tenure with the Brunei Government, Dato Dr Amin worked as a Crude Oil Trader with Brunei Shell Petroleum Co Sdn Bhd in the mid-nineties after returning from the United Kingdom where he worked for ICI Finance PLC as a research analyst in the late eighties / early nineties.
Dato Dr Amin currently serves on the boards of many Brunei Government linked companies in diverse sectors including telecommunications, medical services, hospitality, oil and gas, information technology and education.
Dato Dr Amin graduated with a First Class Bachelor degree from Queen Mary College, University of London in 1984 and both a Master degree in 1989 and a PhD degree in 1993 from Imperial College, University of London. Dato Dr Amin also holds a professional qualification as a Chartered Financial Analyst (CFA) since 2004. He is also a member of CFA Singapore.
Dato Dr Amin holds the Most Blessed Order of Setia Negara Brunei (Darjah Setia Negara Brunei Yang Amat Berbahagia - ‘PSNB’) and the Most Honourable Order of Seri Paduka Mahkota Brunei (Darjah Seri Paduka Mahkota Brunei - ‘SPMB’).
Dk Sri Joedianna is the Executive Director at the Managing Director’s Office, looking after Corporate Planning and Development and also Corporate Communications in Brunei Darussalam Central Bank (BDCB). She has been with BDCB since its inception in 2011, starting at the Economics and Statistics Unit and was tasked to set up new functions in BDCB such as Corporate Planning and Development as well as Macroprudential Policy and Financial Surveillance. She was in the committee who produced the Brunei Darussalam Financial Sector Blueprint (2016-2025) and she led the strategic plan secretariat team who produced BDCB 5 years Strategic Plan (2021-2025).
Prior to BDCB, she was with Ministry of Finance and Economy. She was seconded to the International Monetary Fund in the Asia and Pacific Department between 2010-2011, working on economic surveillance and research on a number of Pacific Island countries.
She contributed to several publications including in The SEACEN Centre research publications; the IMF Regional Economic Outlook; and the Islamic Finance News. She also coordinated the publication of BDCB’s Financial Stability Report which was first published in 2019. Joedianna holds an MSc in Economics from the University of Manchester and completed her B.A. degree in Economics from Universitiy Brunei Darussalam.
Angus Hui is the Head of Fixed Income at Fullerton Fund Management. He leads the fixed income team and has oversight of all fixed income portfolios. Angus also oversees the fixed income investment process and suite of solutions.
Angus was previously Head of Credits, Asia at Schroders. Angus was a member of the leadership team for the global credit platform and led the investment team in Asian and Global Emerging Market Credits. He was the lead portfolio manager for Asian and Emerging Market Credits and had overall responsibility for RMB credit.
Before assuming his leadership role at Schroders, Angus has managed Asia, Emerging Markets, Global Fixed Income portfolios, and also had credit research responsibilities.
Prior to joining Schroders in 2000, he had research roles at HSBC in Hong Kong and Standard and Poor’s in Australia.
Angus holds a Bachelor’s degree in Commerce (Accounting) and a Master‘s degree in Commerce (First Class Honours) from the University of Melbourne. He is also a CFA charterholder.
Joseph Cherian is Practice Professor of Finance, Asia School of Business and Cornell University (Visiting). He was the former Practice Professor of Finance at the National University of Singapore (NUS). Prior to NUS, Joe was Managing Director, Global Head and CIO of the Quantitative Strategies Group at Credit Suisse in New York where he had direct responsibility for over US$67 billion in client assets managed to a quantitative discipline. While at Credit Suisse, Joe served on the Global Executive Committee, as well as various senior management, investments, and risk committees of the Asset Management division. He joined the financial industry in New York after an academic career in the U.S., including as an Associate Professor of Finance at Boston University. He was formerly an Executive-in-Residence and a two-term member of the Johnson Graduate School of Management’s Dean’s Advisory Council at Cornell University and is now an Emeritus Member of the Dean’s Council. Joe currently serves as an Advisor to Xen Capital, a boutique global digital wealth and alternatives asset manager in Singapore, Singapore Exchange (SGX), Asia Asset Management in Hong Kong, as well as the Mercer-CFA Institute Global Pensions Index’s Advisory Board in Australia. He has had appointments at Singapore’s Central Provident Fund (CPF) Advisory Panel and the National Research Foundation’s Early-Stage Venture Fund Evaluation Panel. He was an Independent Non-Executive Director of Bursa Malaysia in Kuala Lumpur, a Scientific Advisor to Nipun Capital, a boutique hedge fund based in San Francisco, a scientific consultant to Fullerton Fund Management, a Temasek subsidiary in Singapore, and on the Journal of Alternative Investments’ Editorial Board in the U.S. Joe holds a B.Sc. in Electrical Engineering from MIT, and M.Sc. and Ph.D. degrees in Finance from Cornell University
Dan is CEO of NR Instant Produce Public Company Limited (NRF) and a sustainability & climate champion. For more than two decades Dan has been investing into the food and consumer industry with market exceeding returns. He was the first CEO to IPO a purpose driven company on the stock exchange of Thailand with the mission to transform the food system for a more inclusive and sustainable world. In 2020, he joined the sub-committee on environment of the Global Compact Network Thailand, United Nations. With his strong commitment and his passion to change the world he led NRF to be the first company in Thailand to sign the 1.5 degree pledge and first to join the Race to zero. To serve as a leader in the industry, he led NRF to be the first food company in Thailand to be certified as “Carbon Neutral company”. In 2022, he became President of Technology and Innovation Subcommittee, Thailand Carbon Neutral Network and Council Board Member of Thailand Carbon Neutral Network. He has a number of accolades over the years such as Entrepreneur of the year by Bangkok post, Tatler magazine and Master Entrepreneur of The Asia Pacific Enterprise Award 2022. Dan serves on the advisory committee to Unovis Asset Management and the Executive advisory committee of Proterra Partners one of the world’s largest food funds.
Dr Hanif Mahadi is currently the Director of Centre of Advanced Material and Energy Sciences (CAMES) at Universiti Brunei Darussalam. His role in CAMES is to lead the research centre for developing technologies and scientific expertise for green energy with innovative advanced materials. Dr Hanif’s primary research area focuses on the utilisation of carbon dioxide to valuable products and sustainable production and storage of hydrogen energy. He started this research interest since his PhD studies in Chemistry at Wolfson Catalysis Centre, University of Oxford. To date, Dr Hanif has published numerous high-impact publications in his research field, including a filed patent. He is also an advocate for Science and Technology development within Brunei’s youth, where he provides lectures and supervision to nurture their scientific thinking and skills.
Ong Ai Ling is Head of AIOI (Artificial Intelligence of Investments) and Portfolio Manager for the LionGlobal Disruptive Innovation Fund at Lion Global Investors. She started her investment career in London and has 17 years of experience managing Asia-Pacific and global equity investments.
Prior to joining Lion Global Investors, Ai Ling was responsible for pan-Asian investment management at Point 72 (Singapore) and was an Investment Director at Dymon Asia (Singapore). Earlier in her career, she held investment and research roles at Davidson Kempner (Hong Kong), Coller Capital (London) and Deutsche Bank AG (London).
Ai Ling holds a Master of Arts and Bachelor of Arts for Law at the University of Cambridge where she graduated with double first-class honours. She also holds a Postgraduate Diploma in Legal Practice by BPP Professional Education and is a Chartered Financial Analyst (CFA) charterholder.
Cheryl is Head of Issuance at ADDX. She oversees the execution and listing of products on the ADDX platform. She has over 15 years of experience in raising debt, equity, and mezzanine capital for and from institutions and individuals.
A former investment banker based in Hong Kong for almost a decade, Cheryl worked in capital markets at UBS, Mizuho and Scotiabank, heading up capital markets teams that covered the Greater China and Southeast Asia regions. She began her career structuring and marketing interest rate derivatives in New York City with JP Morgan.
Prior to joining ADDX, she worked at a cryptocurrency fund manager and a fixed income fintech start-up. She had also been a corporate finance consultant and ran her own family office focusing on advisory and investment services.
Cheryl graduated with a dual degree in Finance and International Relations from the University of Pennsylvania and holds a Masters in Counselling from Monash University.

Ahmad Jefri is Assistant Managing Director at the Brunei Investment Agency (BIA) where he is a member of its board of directors, corporate secretary and Head of BIA’s Support Group.
A Barrister of the Lincoln’s Inn and an Associate Mediator of the Singapore Mediation Centre, Jefri has a legal career spanning 29 years, Jefri was in private practice, served in the Attorney General’s Chambers and is currently in corporate practice where he oversees the digital and IT services team at BIA. For his LLM thesis, Jefri’s research focused on comparative treatment of privacy and data protection in various jurisdictions.
He chairs and serves as a member on boards of various government linked companies.
His stint as CEO at Telbru Berhad saw him lead the company during the transformation of the telecommunication industry and was heavily involved in the set-up of its MVNO services.
Jefri has four children who keep him in touch with the ‘other’ side of the digital world, gaming and all its wonders.
Jason has been with BIBD since 2012 and is the Acting Managing Director of BIBD Securities. He has worked across the entire Shariah asset management spectrum with over 10 years of investment management experience.
Prior to BIBD Securities, Jason headed the proprietary investment team of BIBD Bank and was responsible for the management of global market investments, including Sukuk (Islamic bonds), Islamic credit-linked notes (I-CLNs) and other medium-term investments. Additionally, Jason has worked at BIBD’s Singapore representative office, BIBD’s Debt Capital Markets (DCM) team and Citi London.
He holds a Master’s degree (MSc) in Finance and a Master’s degree (MEng) in Chemical Engineering, both from Imperial College London. Jason is a CFA charter-holder.
Zulkifli bin Ishak joined Kenanga Islamic Investors Berhad (“KIIB”) on 2 January 2019 and is currently the Chief Executive Officer and Executive Director of KIIB. Prior to this, Zulkifli was the Head of Business Development in i-VCAP Management Sdn Bhd. He has held several senior roles within the financial services industry, including positions as Chief Executive Officer and Chief Investment Officer of Eastspring Al-Wara’ Investments Berhad, a subsidiary of Prudential plc (UK), for a substantial number of years.
Zulkifli graduated from Syracuse University in New York, USA. He has more than 30 years of working experience covering the promotion of fixed income investments, exchange-traded funds (“ETF”) and Islamic investment products particularly in the field of Waqf.
Zulkifli has been contributing ideas to the Islamic Capital Market, Securities Commission Malaysia (“SC”) since 2015 to come up with Waqf Unit Trust Fund, which eventually SC came out with Waqf Featured Fund Framework in November 2020. Since then, he has helped Kenanga in originating, structuring, and executing two (2) Waqf Featured Funds that will benefit various sectors, including healthcare, environment, education, economic empowerment and emergency relief. The latest Kenanga Investors Waqf Featured Fund also saw commitment from the Malaysian Government and private industry to contribute seeding for the initial investment for the Emergency Waqf Fund. Zulkifli also played a role in forming a collaboration between Kenanga Investors and Yayasan Waqaf Malaysia (“YWM”) in line with Malaysia’s 2021 National Budget mandate, which called for more engagements between YWM, government agencies, government-linked companies and the private sector to drive the development of Waqf nationwide.
Awang Mohd Hairul Azrin is a faculty member in the School of Business and Economics, Universiti Brunei Darussalam with an interest in the field of Accounting, Governance and Islamic Finance. He joined the Brunei Islamic finance industry since 2000, initially in the internal audit area and subsequently overlooking the Shariah compliance, product development and approval.
He is a member of the Shariah Financial Supervisory Board (SFSB), Brunei Darussalam and Board members of the Brunei Institute of Leadership and Islamic Finance (BILIF). He has published works and presented papers in several conferences in the areas of Governance, Islamic Banking and Finance, Takaful and Financial Reporting.
He is also part of the editorial team for the Journal of Islamic Accounting and Business Research (JIABR). Azrin graduated with a first-class honour in Bachelor of Accounting and holds an MBA specializing in Islamic Banking and Finance from The International Islamic University Malaysia. He has been awarded PhD in Accounting and Finance from The University of Glasgow with research on the area of Takaful Governance.
Chu Toh Chieh is a Senior Fund Manager and Co-head of the Singapore Fixed Income strategy team at Lion Global Investors with 27 years of fund management experience in the financial industry.
With extensive experience in managing portfolios of various fixed income markets, including Asian bonds, Asian convertibles and emerging market debt, Toh Chieh was previously a fund manager at UOB Asset Management and State Street Global Advisors prior to joining Lion Global Investors.
Toh Chieh holds a Bachelor of Business Administration (Honours) from the National University of Singapore and is also a Chartered Financial Analyst (CFA) charterholder.
Amalina Daud is a Business Development Manager and Head of the Local Sustainability Office at UOB Asset Management (B) Sdn Bhd. She is responsible for institutional and corporate clients, and leads ESG research and sustainability related projects in the Brunei office.
Prior to joining UOBAM, Amalina was the Acting Head of the Brunei Branch of Lion Global Investors, and held dual roles in business development and as a credit analyst for the Investment Team, covering the Middle East region. She has also been an Investment Associate at Darussalam Assets Sdn Bhd.
Amalina holds a Master’s in Mechanical Engineering from Imperial College London, as well as a Master’s in Engineering Management from Duke University. She is also a Chartered Financial Analyst (CFA) Charterholder and has over 9 years of industry experience.
Abd Azim has more than 12 years of banking experience with expertise in the areas of structuring, Sukuk, corporate syndication, corporate restructuring and financial modelling.
During his time in BIBD, Abd Azim has led and structured multiple deals totalling to more than BND1 billion in various sectors such as Oil and gas, property, education, aviation and infrastructure
He holds a Master’s degree in Forensic Accounting from Queensland University of Technology, and a Bachelor of Commerce (Hons.) Accounting & Finance. Azim is an ACCA affiliate.
Dr Koh Wee Chian is Researcher and Head of Economics and Finance at the Centre for Strategic and Policy Studies (CSPS) in Brunei Darussalam. He is the lead author of the Brunei Economic Outlook, a CSPS flagship publication that discusses recent key developments in the Brunei economy and the outlook for the year. He has led projects across a broad range of policy areas including fiscal policy, economic diversification, productivity, unemployment, energy, transport, trade facilitation, and SME development.
Dr Koh is currently appointed as Academic Member in the Brunei Darussalam Macroeconomic Development Committee. He is also affiliated with the Universiti Brunei Darussalam (UBD) School of Business and Economics as an Adjunct Associate Professor. Previously, he was an Economist at the World Bank in Washington, DC, where his research work covered commodity markets, global recessions, debt crises, and informality in emerging markets and developing economies.
Dr Koh holds a PhD in Economics from the Australian National University and a MSc in Finance and Economics from the London School of Economics and Political Science. He also holds the Financial Risk Manager (FRM) designation awarded by the Global Association of Risk Professionals.
Born in Britain, Dominic is a graduate in Law and Sociology from Exeter University. After spells in finance in London and Hong Kong, he has spent the past 28 years at the head of Dragon Capital, Vietnam’s largest private asset manager. He was appointed OBE by the British Queen in 2006, and received a Labour medal from the Vietnamese President in 2014.
In business, Dominic is an active promoter of financial market development, good governance and sustainability, with a particular focus on Natural Capital, that in 2019 led to the endowment of the Dragon Chair in Biodiversity Economics at Exeter University..
Privately, he is active in sponsoring the arts, and conservation. The arts centre around www.dogmacollection.com, which has for ten years run Vietnam’s most significant non-state art prize, the Dogma Prize. In addition, the site hosts an unparalleled collection of political and combat art, philately and photography, from the years leading to the reunification of modern Vietnam. In conservation, www.wildlifeatrisk.org has for fifteen years been promoting Vietnamese conservation, and attempts to interdict the illegal wildlife trade; while more recently www.risingphoenix.ltd is an ambitious 150,000 hectare habitat project in Northern Cambodia.
Colin re-joined UOBAM in October 2012 as Head of Asia (ex Japan) Equities. He is responsible for overseeing the ongoing development of the Asian equity research and investment capabilities. He has supervisory responsibilities for the specialist equity teams of Greater China and ASEAN.
Colin has collected several accolades for his success as a portfolio manager. These include the 2007 Lipper award for the United Asia Fund. In addition, the other funds under his charge, namely the United Greater China Fund and the small cap-focused United Asian Growth Opportunities Fund were rated 4/5 stars by Morningstar from 2007 to 2008. Morningstar also recognized the United Regional Growth Fund as the best performing Asia Pacific equity fund in 2008.
Ms. Sufinah is the Chief Executive Officer of Brunei Institute of Leadership and Islamic Finance (BILIF), the Centre of Excellence for the finance industry under the purview of Brunei Darussalam Central Bank (BDCB).
Ms. Sufinah began work in BILIF as Acting Chief Executive Officer in 2018. Under her leadership, BILIF has been busy in a few fronts, most notably with the development and implementation of the Continuous Professional Development (CPD) for the financial industry and the introduction of the Leadership in Islamic Finance and Economics (LIFE), a multi-tiered qualification programme that is designed to develop and groom aspiring professionals to become Islamic Finance experts. BILIF has also started offering its first line-up of tertiary qualifications in collaboration with The London Institute of Banking and Finance (LIBF). Through these and many other achievements, BILIF has received multiple awards and accolades, including the GIFA Excellence Award (Islamic Finance Training and Education) in 2019, 2021 and 2022 at the Global Islamic Finance Awards (GIFA) and the award for Best Islamic Finance Education & Training Brunei 2021 by the Global Banking & Finance Review® among others.
Concurrent to her former Acting CEO role at BILIF, Ms. Sufinah was also the Assistant Managing Director of Corporate Development Department at BDCB. Her stint at BDCB began as Executive Director and Head of Corporate Services Unit in 2011, on the 5th month of BDCB’s first year of establishment, mainly to lead the Accounts and Finance, Administration and Information Technology. She was also previously the Assistant Managing Director at Darussalam Holdings Sdn Bhd. Her expertise ranges from financial management, project management, facilities management human resource management as well as transformational change management.
Ms. Sufinah has a Bachelor of Degree in Accounting and Financial Management from University of Sheffield. She is a Fellow Member of Association of Chartered Certified Accountants (ACCA).
